No. A luthier is a craftsman who builds and repairs stringed musical instruments. As a technician, we focus on maintenance and minor repairs.
Finishing work is not our specialty. We might be able to help with some minor cosmetic blemishes though. We have fixed broken headstocks so the guitar is playable again, but getting the finish/paint/clearcoat to match is something outside our area of expertise.
Setting up a guitar or bass means making adjustments to make it more playable. In addition to general maintenance (like cleaning and polishing), this involves adjusting the truss rod, replacing strings, raising or lowering string action, and checking intonation.
Most setups usually can be completed within a few days. If other work needs to be done, then it may take longer.

This is not a service that is offered. Often, the time and effort it would take to replace a truss rod would be better spent on replacing the neck.
Sometimes a setup isn't enough to get your guitar playing well. If there is still string buzzing, or worse - dead frets, a fret dressing might be needed.
Sharp fret ends are another thing that can happen when seasons change, so that is another service offered.
Changing tuners is an upgrade that is requested by customers; as well as replacing jacks, nuts, switches and pickups.
